I think that the absolute best way to do it is voice-to-voice (if not face-to-face). If you've had a relationship with the client (as I hope you have), it's the respectful, kind thing to do.
The only time I actively support doing it via email is if the client is toxic to you and you know that having a conversation would put you at risk for abuse.
There's another time I can see doing it by email (although it might be better, overall, to grow beyond this limitation rather than encourage it by taking the easy way out), and that's if you know yourself to be a person easily talked out of your own decisions and you believe the client will really try to talk you out of this one.
